About

What this is

GIBillClock is an independent, public, inspectable model of how GI Bill education claims move from application to payment — the automation, the offramps, and the human queue — built entirely from the public record.

The rules it follows

Use & licensing

Free, no permission needed: personal use, internal evaluation, academic use, and press or analyst quoting — with attribution and a link to this site.

License required: reproducing the charts, tables, scenario grid, or parameter ledger in proposals, orals materials, marketing, or any deliverable submitted to another party — including responses to RFI 36C10D26Q0163 or successor solicitations — and any derivative model, dataset, or white-label use built from this site's outputs. The published scenario grid is the coarse public tier; the simulation engine itself is not published.

Licensed engagements include engine access, custom scenario runs with your assumptions, proposal-ready graphics, and a written license letter for your compliance file. Request one via the form on the simulator or RFI page, or the email below. © 2026 GIBillClock, a FedCite publication — all rights reserved beyond the free uses above.
