What this is

GIBillClock is an independent, public, inspectable model of how GI Bill education claims move from application to payment — the automation, the offramps, and the human queue — built entirely from the public record.

Who it is for

• Veterans and school certifying officials who want the honest mechanical answer to “why is my claim taking weeks?” — usually: it landed in the manual queue during the surge.
• People working on the modernization — agencies, vendors, and analysts reasoning about what raising the automation rate actually buys, in a form where every parameter is graded and every run is reproducible.
• Journalists and researchers covering VA education benefits who need pipeline arithmetic they can cite and check.

The rules it follows

• Public record only. The primary source is VA's own RFI 36C10D26Q0163; nothing here comes from non-public information.
• Every number is graded. Sourced facts and declared assumptions are never mixed silently — see the ledger.
• No individual claims advice. The model describes a pipeline in normalized units; it says nothing about any person's benefits, and it is not affiliated with the Department of Veterans Affairs.

License required: reproducing the charts, tables, scenario grid, or parameter ledger in proposals, orals materials, marketing, or any deliverable submitted to another party — including responses to RFI 36C10D26Q0163 or successor solicitations — and any derivative model, dataset, or white-label use built from this site's outputs. The published scenario grid is the coarse public tier; the simulation engine itself is not published.
